I was working at a small forum of about 3-5 active members posting and 2 staff members. The owner of the site promoted 2 of the active members to moderators and not only did they increase their posting but they emailed friends and got them to register at the site.

Oh, yeah. I can see how promoting from within would be the best move. It also promotes loyalty to the site.
