Because you never know what web browser or version of Windows your visitors are using... You should try to check your forum in as many web browsers you can and the 2 major Windows versions. Below is a starting point for you.
Browsers
Internet Explorer 6 & 7
FireFox 3
Windows
You should try to test each of the browsers listed above on each version of Windows listed below.
Windows XP
Window Vista
You should also add Opera to the list of web browsers. Opera is a pretty big browser

I have had load probelms in the past with my geocities website. It didnt matter if it was from firefox or explorer. For me being on dialup I found when I do build a website it has a long load time. Since I can't check broadband, cable, dedicated line, hwo do I check it? or do I just ask someone to check it who ad faster ability?

Its a pretty good browser. I've used it. If your theme works and looks good in FireFox it will look good in Chrome.
